A Summary of California’s Prop 50 “Election Rigging Response Act” Campaign
On Saturday, 23 August, the Texas state legislature passed controversial new congressional maps as part of a partisan mid-cycle redistricting effort to gain five additional Republican seats in the U.S. House in 2026. In parallel, on Thursday, 21 August, the California State Legislature proposed to temporarily redistrict the congressional map, calling a special election for voters to weigh in. The proposed maps favour Democrats and would remain in place until 2030 (see proposed map, comparison with previous, changes to particular districts and non-partisan analysis). In the meantime, Missouri and several other Republican states are also responding with their own redistricting efforts, in the lead up to the 2026 election.

Californians must now prepare to vote on Prop 50, the “Election Rigging Response Act” (ERRA), in a special referendum on 4 November. Ballots drop on 6 October. Time is short with both sides raising money and campaigning.
In the words of Gavin Newsom, ERRA:

Levels the playing field for 2026. No unfair advantage for rigged maps elsewhere.

Reaffirms independent redistricting as California’s default and calls on all states to adopt fair, impartial maps.

Puts voters in charge: emergency maps require voter approval.

Triggered, not automatic: emergency maps take effect only if the partisan power grab in Texas proceeds.

Temporary by design: expires in 2030 and returns authority to the Citizens Redistricting Commission after the next census.

The imperative is to pass Prop 50 with a clear public mandate. In order to achieve this, the following goals have been established for voter outreach efforts:​

Build a strong volunteer infrastructure in California and nationwide.

Educate voters in California on Prop 50.

Identify supporters, and persuade voters, in California.

Educate voters on the voting process.

Turn out voters and win in November.
